For only being in Quebec for a day (cruise port of call), this was the absolute best way to get an overview of the city. In my opinion, riding on the top level is the best way to enjoy the ride.

It was very unorganized. No one knew where to line up for the red tour or the blue tour (at stop #1, at Frontenac). There was only one rep in the office to help many people. Although this is obviously not in their control, too much of the tour was spent in traffic.

The buses were too crowded. We got on at Chateaux Frontenac and got off at Citadelle and there was never enough on any of the buses to get back on again.

The initial half of the trip was great - the headsets worked fine and the narrative was informative. The trouble came when we hopped off for the first time. On attempting to get back on a bus there was a line ahead of us waiting, and multiple buses came by with no available space. After a lengthy wait with no guarantee that we would be able to get on any subsequent bus in the next hour, we walked two kilometers to return to our hotel.

The overall experience was good . But we were caught in cruise ship passenger turnover traffic for well over an hour. Traffic was at a stand still.
