The extent of the impact can vary based on the specifics of the shutdown, but past incidents provide a clear precedent for what to expect.
Concessionaire operations: Third-party vendors who operate facilities like restaurants and gift shops (e.g., Xanterra) may remain open and provide limited services, including restrooms. These are privately-run services and are not affected by the government shutdown.
State funding: During previous shutdowns, the state of South Dakota and private donors stepped in to provide funding to keep the memorial open and restore some services.

Mount Rushmore National Memorial
We guide you through the Memorial, explaining the history and suggest locations for best photo ops. Because of the length of the day tour (9-10 hrs) we are limited to 1.25 hours here.

We had the best time and saw bison and donkeys and antelope and mule deer and prairie dogs. Lunch options would be awesome moving forward in the cold months but Cheryl was amazing and we ate in the vehicle to stay warm.

Take this excursion! You won’t regret it! Our tour guide Cheryl was the best!!! Although the government was closed, Cheryl did a great job amending our travel route to give us the best experience.

T.J. was a wonderful guide. Very engaging and knowledgeable about the area. The rating for him is a 5, but the van was very noisy and windows were too low for sightseeing, so 4 overall.

We so enjoyed our BIG tour with Paula and Sheryl. They were very personable and excited for the tour. They were knowledgable about all of the sites and pointed out interesting features along the way. The lunch provided was great. We highly recommend Black Hills Open-top Tours.

It was so nice to travel the area without worrying about parking or making decisions about where to go first. Everything was planned for us. We were able to relax and enjoy. We also learned so much about the area that we wouldn’t have learned otherwise. Our guide, Paula, was fantastic. She made sure that we were able to see all the things that were important to us. She was very knowledgeable, fun and kind!

This tour is a long day. It's an overview without a lot of detail. The lunch provided was not very good....for the price of this tour we expected better. This was not our tour guide's fault...she was just doing what she was told to do. She was very nice, but basically relied on the videos at each location to inform us and was simply a chauffer. Overall this was extremely overpriced for what you got and I would not recommend it to a friend.
