We normaly walk the Sherpa Stairs to get up to the mountains overlooking Tromsø. This is weather dependent.
Fjellheisen Tromso
The upper station on the Tromsø Csble car is a famous viewpoint where it is possible to get a cup of coffe and an ice cream. Also has toilets if needed.
